Of lately, news papers are flooded with news of people supporting Kiran Bedi for the post of Chief Information Commissioner (CIC) of India. A couple of days back Mr Amir Khan vociferously fought for Ms Bedi’s cause. What we call this; is it the activism of civil society? A position, to which government allegedly appoints its own warhorses to protect its own interest to the detriment of the little man on the road, has now come under great public scrutiny. Now the little man on the road has become interested in all those matters to him! Really this is a great achievement for a democracy which has completely merely 6 decades. But what intrigues me is we are so much swayed by the civil society’s activism that we forget too much of activism is hegemonic growth towards a society of free will.
Before going into the debate in detail which otherwise being called as “Bedi vs Babu Debate” in the media circles, let’s briefly see the role of the position of CIC. CIC is a constitutional authority who looks into the issues regarding the operationalization of Right to Information Act. In simple words if any citizen does not receive the information he seeks to his satisfaction he can complain to the Information Commission. Though the process is not so simple but we can presume this for the sake of simplicity. So the CIC has to be a person of high integrity and impeccable persona.
Since its inception the CIC post has been occupied a bureaucrat, the so called BABU. And like always people complain that the bureaucrats are not giving justice to the sanctity of the position and made RTI act just another ‘so-grandly-designed-but-utterly-failed’ concept. Now many a people are demanding that this post should be donned by a charismatic personality like Ms Kiran Bedi. She has strong support for her from most unusual quarters like the Bollywood and the NGOs. But I strongly disapprove this view point. Let me put my reasons:
We don’t need an activist as CIC but we need a pragmatist. The BABU’s are not lethargic, they are pragmatic personalities and CIC is no prize post for retired bureaucrats. All the BABU’s ever posted to the position are man of principles and known in their circle as the stalwarts of the steel frame and always are away from the public glare unlike our Ms Bedi’s anti-old age campaign. Let us pray we need a CIC a rational person and not a highly decorated and highly publicity seeking daring dare devil. (These are personal views.)
