All these actions are done with one's eyes. But the mind's action, reaction, prejudices, preferences, purposes etc are making them slightly or vastly different!
I see the flower
I see a butterfly flying over it
Both are casual/superficial observations.

I watch the match in TV
I watch the ant pulling along its food
Both have some sustained interest in the observer.

I looked at the building
I looked at her handbag
Both actions register some salient points in the object observed.

I stared at her face
I stared at the blackboard
Both show some strong extra emotion after the surface 'seeing'-surprise, disbelief, shock etc

Well...
1. Seeing is just an action with no emotion.

2. Watching is seeing with an eye for details.

3. Looking is seeing with different emotions like...anger, happiness, sadness...

4. Staring is seeing a particular object or person with complete concentration.

Not to forget, staring and watching are creepy, looking and seeing are not.

when i heard commentary....i looked at d TV n saw wimbeldon is goin' on...when my girlfrnd asked wat i was doin'...i said i was watchin' tennis ....and she concluded i was starin' at sharapova.....
